Business Intelligence Solution - Longitudinal Workforce Analysis

A Massachusetts state agency was interested in creating a system that would support the development of a state longitudinal workforce database solution to evaluate and support programs related to the Workforce Innovation & Opportunity Act (WIOA).  

Triverus partnered with the agency to create the Massachusetts Workforce Longitudinal Database (MWLD), designed provide a comprehensive archive bringing together data from unemployment insurance, the broad array of workforce and training programs and labor market information.

The goal of the MWLD is to facilitate analysis of the pathways between education, training and support services that lead to success in the workplace by understanding the experiences and outcomes of individuals served by multiple programs.  

Challenges

The agency’s business systems contain extremely valuable information that support the day-to-day agency operations of its unemployment, career center services and labor market information services.  These systems include information related to MA employers, workers, job seekers, UI claimants and constituents as well as an extensive history of programs and services delivered by the Commonwealth.  

However, as these data are disparately stored across multiple systems, it has been challenging to centrally integrate the data to provide analytics into the effectiveness of agency programs and gain broader insights into the dynamics of the Massachusetts workforce as a whole.

Results

Triverus worked with EOLWD, DUA and DCS on a strategic initiative to review and evaluate the overall program objectives of its MWLD program, meet with key business and technical stakeholders, analyze the available business systems and their supporting information architecture, and develop an overall strategy and roadmap to build out the MWLD technical solution.

The initial phase of this roadmap focused on the integration of data from agencies within EOLWD, and then over time extending the solution to include information from Education and other WIOA partner agencies.

Following the delivery of the technology strategy and roadmap, Triverus progressed with the implementation of Phase I of the MWLD solution, developing a technology solution that integrated data from three key EOLWD systems and provided fifteen analytical reports that provided agency and secretariat leadership with key insights into EOLWD programs and outcomes, MA workforce and unemployment trends.
