Secure, live access to 2 billion vehicle location records and 180M+ trip transactions across state agency boundaries — without copying or moving the data.

A state department of transportation needed visibility into ride-hailing trip data to analyze congestion and transit demand. The data sat within a separate state executive office, and no cross-agency sharing framework existed.
Triverus supported the inter-agency negotiation and implemented a Snowflake solution that gives the department secure, live access to the data in place — no copies, no refresh pipelines, and no loss of control for the source agency.
The scale of the data ruled out conventional approaches, and the governance framework had to be built from scratch:
• Over 2 billion vehicle location records, growing by 80 million rows a month
• Traditional copy-based pipelines were not viable at that volume
• The data was owned and controlled by a separate state executive office
• No cross-agency data-sharing framework existed
Triverus worked the agreement and the architecture together, so the technical solution matched what both agencies could accept:
• Cross-agency negotiation. Supported data-sharing agreements between the two executive offices.
• Snowflake data sharing. Implemented native Snowflake sharing — live access to 2B+ ride-hailing rows without copying or moving data.
• Multi-source integration. Combined ride-hailing data with traffic counts, ridership (ODX), and rider census survey data for cross-agency analysis.
• Governance and security. Established encryption, source-agency control, and real-time access with instant revocation.
• Analysts have live access to roughly 180M trip transactions, 2B vehicle location records, and 10M cancellations
• Data shared without physical duplication — no copy jobs, no refresh pipelines to maintain
• The source agency retains full data ownership and can revoke access instantly
• Congestion, transit demand, and travel patterns can now be analyzed statewide
• Capabilities. Cross-agency integration and coordination, enterprise data platform modernization, data governance and security, multi-source analytics
• Technology. Snowflake, AWS, Microsoft Power BI, MS2 traffic counts, ridership (ODX) and rider census survey data
